        NEW TASK: Plots histograms and prints means and rmses for
        SysPower data (Psum, Pdif, Psys).  It does a semi-robust
        determination of mean and rms to determine the range of
        each antenna/IF/polarization.  It then fills in histograms
        of each and fits a Gaussian to it.  The resulting means and
        rmses may be written to a text file.  The histograms are
        then plotted with up to 16 per plot page.
