        An attempt to avoid round-off issues caused IMEAN plot routine
        to count pixels that overflowed in the largest plotable box
        rather than one higher.  This caused the plots to be mis-scaled
        and the "overflow" value to be 0.
        before adding them to the histogram.  Default CHINC is NCHAV
        now.  Moved Gaussian fit parameter plot to upper right corner.
        AU8A (EXTLIST) for new number parameters and added code to
        handle the more copmplicated change to UVHGM.

        Changed QEDIUTIL to add an operation CLIP EVERYTHING.  This
        uses the FLAG ABOVE interaction to set a clip level which is
        then applied to EVERY baseline in the IFs, polarizations, and
        times currently displayed in the edit window.  Changed
        EDITR.HLP and HLPEDIUV.HLP to include the new  option.
        Moved nowhere.
