        In QCLEAN, the decision to initialize the lookup tables
        was made if the timeout value was longer than a certain
        value.  In that wasy, the tables were initialized at the
        beginning and not afterwards by default.  However, if the
        timeout option is invoked, the tables would be initialized
        at every TV load.  Changed this to initialize on the first
        call only.
        Moved nowhere.
