        Corrected the flagging routine to remember that short rows have
        more than one row per disk sector and that MINIT requires all
        WRITe windows to be an integer number of sectors.  TVFLG seems
        to have been almost set up for this.  SPFLG needed a bit more
        and FTFLG did not set the window correctly at all.
        Looked at all MINIT calls, fixed init in SERCH.
        Moved nowhere.
