        LABINI when labeling axes in a relative way jumped from
        degrees directly to arc seconds.  This led to axes labeled
        in kilo asec.  Added an intermediate step of arc minutes.
        Many tasks and AIPS relinked.
        Moved nowhere.

        Corrected plot of 1 sigma points.  It divided sigma by 2 and
        should not have done so.  Corrected number of characters to
        left of plot.  The code assumed metric scaling but the task
        does not do that.
