CHANGE.DOC entries:

        ANTENNA-DT did not record the upper time correctly and so
        flagged only 1 time.  Changed the X offset of the plot when
        possible to miss the menu.

        Did a lot of work on $AIPSIONS file ALBUS.stations.  The
        country name was added where missing in the column that
        can use it to access RINEX-3 format data.  The descriptions
        of the locations of the stations were added where missing.
        Erroneous longitudes (West longitudes with no minus sign)
        were corrected.  The error mostly applied to European
        stations.  All station duplications were removed.
        Will be moved into ALBUS at some time.

        Changed POPSDAT and NEWPARMS to make new verbs CAT2LOG,
        CAT3LOG, CAT4LOG, CAT5LOG, and CATOLOG.  Changed AU2A to
        perform these verbs which are CATALOG using the second,
        third, fourth, fifth, and output sets of file name
        adverbs.  All types are listed as INnTYPE is ignored.
        Moved nowhere.
