        partuclar needed help.

        Changed the default TECRTYPE from jplg to emrg.  The jplg always
        yield the most excessive IFRMs of any.
        Changed VLAPROCS and VLBAUTIL to define this and help files for
        VLBATECR, VLATECR, VLBARUN, TECOR, and TECRTYPE to mention this.
        Moved nowhere.
