        AIPS compilation and linking uses the @ symbol at the start
        of a file name to mean a list of files to be compiled and
        linked.  My new ububtu machine however has an @ in the home
        directory name.  Changed the AIPS convention to two @'s.
        Changed $SYSUNIX files AIPSCC, AIFC, AILINK, FC, LINK,
        COMRPL, and COMLNK.  Changed $INSUNIX files INSTEP2 and
        INSTEP4 as well and $UPDUNIX files UPDCOMRPL and UPDCOMLNK.
        Moved to 31DEC22 and 31DEC23 on 22 Feb.
