        Changed the formula for 3C286 from 10-45 GHz so that it would be
        contiguous with the new formula at lower frequencies.

        When applying BIF, EIF, BCHAN, ECHAN to FITS IDI data, the
        actual output buffer is used to hold the full data from which
        the subset is extracted.  In some circumstances, the output
        buffer overflowed into the work buffer.  This caused values of
        u, v, w, and the other random parameters to appear as data
        with  u, v, w supplying values often in excess of 1 million.
        Increased the size of the buffer while leaving the declared size
        used for I/O alone in order to allow for some overflow.
        Fixed up history some - BIF/EIF, BCHAN/ECHAN and do the outname
        after it is known rather than before.
        Moved to 31DEC22 this date.
