[daip] VLATECR and VLBATECR

Rick,
OK the difference is that VLBATECR allows you to download files and use
those in the case that the autodownloading doesn't work or you want to
use a different file. VLBATECR also forces APARM 1,0, while VLATECR
allows you to set APARM. I assume you are interested in using APARM 1,1?
The VLBATECR help file has some instruction on downloading files
manually, I am not super up on the new way to do it (Eric this out and
made these changes). I can change VLATECR to allow files to be input,
but that won't happen until later this afternoon.
I am ccing daip in case Eric has time to do this before this afternoon.
