It would seem that the installation did not complete normally.  You are
missing the control files that are created near the end.

cd $AIPS_ROOT
source LOGIN.SH
RUN FILAIP
6 2
RUN POPSGN
0 POPSDAT TST
<cr>

where <cr> is simply an enter with no data on the line.

If this does not work send me those screen shots
