        Changed MARSP (and its help) to include an inner region that is
        not included in the computation.  Earth-shine on the center of
        the Moon forces this option.  Changed POSSM to not do the
        full frequency labeling when EIF = BIF (when BPARM(8)=0).
        Changed the label position so that it is offset by 0.5 when
        making plot files and 1.0 when on the TV.
        Moved nowhere.
