A major change in how the plots are labeled. When plotting
multiple IFs and/or polarizations (APARM(9) > 0) on the same
plot, the full range of IFs can receive a consistent label
that ignores IF boundaries. It does this by default when
requesting frequency or velocity labeling (APARM(7) > 0)
and can be forced on channel labeling with (BPARM(8) > 0).
Per IF labeling can be forced with BPARM(8) < 0. BPARM(7)
> 0 turns on the dividing lines between IFs; they are
always done when doing per-IF labeling.
