I grabbed the above text and dropped it into my emacs edit window.  That 
revealed a special character (non-printing) between the RA and the Dec 
strings.  I suspect that STARS dropped all characters starting at the 
non printable one.
Use PRTAB to examine your ST file.  I just ran a test without the 
special character and all was well.
