        NEW TASK: Copies UV data making the spectral frequency and IF
        orders be all the same (increasing or decreasing).  The EVLA
        now puts out spectral windows in all sorts of orders and
        they are not always reordered by BDF2AIPS or the CASA
        equivalent.
