        The function that links AIPS run-time libraries to a
        system area so that they will be used still had text
        that seemed to refer only to El Capitan (10.11) while
        we are now on 10.15.  Changed the comments and text
        shown to the user.
        UPDREPORT started failing to send mail on 10.15.  I
        have discovered that a -f option is required although
        it does not have to point to a real account.  This
        option does not seem to hurt on Linux where the
        sendmail was working.
        Moved nowhere.
