maybe a differnce in the real troposphere vs. the model in the correlator? these are long tracks and elevation and azimuth are changing a lot. This is why DELZN was invented. though my first guess, like yours, is the EOP.
The EOP correction is standard, it was done I assume? (replacing the EOP used at correlation with the true EOP post-facto, using CLCOR)
