        I discovered that there were POPS symbols with no help
        file.  Two (MGAUSS, PGAUSS) are not used anywhere so
        I will not make a null file for them.  The other new
        helpfiles are for DOCLIP, FREQSEL, GR2CHAN, MAXVERS,
        NSKIP, PVPLOT, REFREQ, SEPCFLUX, TV2CHAN, XYPHASE, and
        OKCOLORS.  Changed existing files:
        OFFHUINT is a procedure not a verb
        PLAYR    had a total bogus one-liner
        POPSDAT  OKCOLORS had an incorrect color for line type 1
                 which should normally be the same as tyype 9.
        Moved nowhere.
