        NEW TASK: MASKS writes out a mask image from the boxes in
        a BOXFILE.  It is like CHKFC except it gets its coordinates
        from an image header rather than a set of adverbs.
        Changed CHKFC to have DOWEDGE=-2 mean to not write a
        border at 2.0 around the boxes (which are 1.0).
        Moved nowhere.
