[daip] bad EOPS URL in CLCOR and VLBAEOPS

Hello.  The hard-coded URL for the .erp file (as well as the URL suggested
in the help file and failure notice) are no longer good. I remembered
seeing a notice go by on the DiFX board and I had success downloading it by
hand as described here

but I don't know if the cddis is a good permanent site to which to migrate
the AIPS code.
