        Added APARM to the task and help files to allow the specification
        of the plot ranges in advance.  When there are lots of times in
        a crowded plot, it takes a long time to replot things so this
        option will speed things up in that case.  Changed BPEDIT to
        implement the option.

15439.  January 6, 2020                CLIP                Eric
        Added an addition print line for each IF/polarization to show
        the fraction of samples clipped.  It is necessary to count the
        samples not flagged on input and then to count the samples
        flagged individually.  If the full spectrum gets flagged due
        to too many channels, the flagged count must be corrected.
