Corrected the task to do a proper vector average over the channels
and IFs in each visibility. Added DOWEGHT adverb which when > 0
causes the average over baselines and SOLINT to continue to use
the weights. Otherwise each baseline and time gets the same
weight. The conversion to amplitude and phase is only done
after the real and imaginary parts are averaged over the baselines
and times included. Added OPTYPE to do scalar amplitude over
baselines and times from the vector average over channels and IFs.
Moved nowhere.
