I have read over your frequency structure and it is a "mess".  A number  of your IFs overlap.  14 and 15 almost completely!  Is this really correct?  There is a task called NOIFS which will make a single simple spectrum from your data.  FRING does not work properly when the increment between channels changes sign even if it happens only a few times.  That is why there is a test of this and a warning message.  It might work okay but it certainly is not guaranteed.  FRING would work on the output of NOIFS okay - but use only the X band data.
