If you are still using 31DEC17 a MNJ will not help you.  The MNJ is in 
your $HOME area and is called do_daily.<hostname> or do_daily.localhost.

You need at least 31DEC18.  Download the file from the web:

 
ftp://cddis.gsfc.nasa.gov/vlbi/gsfc/ancillary/solve_apriori/usno_finals.erp. 


and then run CLCOR by hand rather than by using VLBAEOPS.
