That web site has been out of commission for a long time.  There is now 
a new one:

The 31DEC18 and 31DEC19 versions of AIPS now include this one in the 
VLBAEOPS procedure in VLBAUTIL.  31DEC19 has an improved version of 
VLBARUN as well.
