        Psum was being flagged when Pdif was clipped (by APARM) and
        then reported mysteriously as flagged.  This was due to
        testing on Psys when no test on Psys was requested.  Changed
        to flag only when Psys testing is done.  A wrong counter was
        used one place.
        Moved nowhere.
