        Added adverb PVPLT to NEWPARMS, POPSDAT, PCNTR, and KNTR.
        It selects a corner of the plot to display a vector of
        some length in arc seconds whose flux is described in the
        text line at the bottom of the plot.  Wrote subroutines
        PLTVSZ to decide the corners of the display and the length
        in asec (from 0.001 to 500) and then PLTVEC to do the
        actual plot.  KNTR and PCNTR will not draw lines of grey
        scales in the vector box.
        Moved nowhere.
