        DTSIM contained the code to handle Nasmyth mounts, but DTPARM
        and the help file did not allow it.  Added MNT = 'NASR' and
        'NASL' to the explain and to DTPARM which prepares all the
        parameters for DTSIM.  Also changed REF_DATE to allow the
        modern format (yyyymmdd) on input to enforce that format on
        output.  Uses DATEST also.
        Moved nowhere.
