        1. Added option DPARM(10) to have the amplitudes scaled by the
           flux in the SU table.
        2. Force STOKES 'IQUV' on 'IQU'
        3. Dropped use of true color to use up to 4 graphics planes
           for the 4 Stokes.
        4. Add DPARM(6) > 1.5 to plot data that is already power
           (moving antenna vs moving antenna) with 10*LOG10()
        5. Add BIF to the plot labels
        6. Add the Stokes strings to the plot (will show the chosen
           colors on DO3COL)

        Changed DSMEAR to test the observation date and to set up for
        CQ tables with EVLA only after 20180701.  The warning message
        was annoying.  Also changed DATCAL because one line of that
        message was 1 character too long.
