 From the recently (July 18) revised procedure and help file:

This procedure will automatically download the USNO file, if EOPSFILE
is blank and run CLCOR.  It does the downloading with wget, curl or
ncftpget.  For Mac users, wget and ncftpget seem to be available in
FINK.  If you do not have any of these comands on your computer or
there is a firewall preventing downloads you can download the file
manually from:
            https://gemini.gsfc.nasa.gov/solve_save/usno_finals.erp
and run VLBAEOPS with the EOPSFILE parameter set.

You will need 31DEC18 uo to July 19 or later (MNJ or installation)
to use the procedure with a "hand-loaded" EOP file.  Of course, CLCOR 
may be used directly without the current version.
