Okay, one more email! I believe the problem is fixed.

I took a look at the usno_finals.erp file that VLBAEOPS downloaded 
automatically. It returned an HTML header that said the url had moved! 
So the table of times was not present which would explain the crazy 
phase wrapping, etc.

The solution was to manually download the usno_finals.erp file and run 
CLCOR with OPCODE 'EOPS'.

Things are looking better. Thank you for your help!
