Yes - the old behavior was changed.  You must request NORMALIZ
during A&P.  CPARM(2) was then changed to select median or mean.
The mean value can be dragged off a lot is there are bad value(s) 
while the median will be less apt to wander away from a good
value.  Median is really better in general although it is much harder
to compute since you have to have an array with all the values in
it.  We do have a very fast MEDIAN subroutine however once we
have the necessary array.
