The best bet is to go to the aips web page

      http://www.aips.aoc.nrao/

the go to current version and click on the dec17 link.  That brings up a 
page with lots of goodies including a link to install.pl.

It is in the public ftp site

     ftp://ftp.aoc.nrao.edu/pub/software/aips/31DEC17
