You keep writing "from this user" - if an IMAGR1 is running on the 
machine from ANY user then no other user can execute an IMAGR under POPS 
number 1.  If the machine is up a long time then the control files from 
AIPS will disappear and then more than one user can run AIPS under the 
same POPS number.  Odd things happen then.

A reboot may however be necessary.
