The PC table can now have up to 256 tones per spectral window.
It was given a new revision number (2) to reflect this but there is
no real change.  Unfortunately, the routine that opens the PC table
regarded any version mismatch as an error.  I have changed that to
a warning.  A MNJ on 31dEC16 tomorrow will fix this.
