Correction:  I was using the sigma to FWHM conversion of 2.355 for a 1-d gaussian.  For 2-d gaussian, it would be pi*(20*2.402/4)^2 = 453 pixels, agreeing with IMSTAT.  But in the units "Jy per beam", is a "beam" defined in terms of the half max point or the 1 sigma point?   I'm not sure why I've always assumed the former.
