I spoke too soon, I took a quick look at the FLAG thing.  As I mentioned earlier VLOG is very stupid, in order to make a .FLAG file it looked for a "! ----- Edit" line, well these files have a "* ----- Edit" line.  I edited the file and ran it through VLOG again and it looks like it made a sensible .FLAG file, although I have not tried to load it.  Attached is the file that worked for me.
