Yep, that is it. I have replicated the problem with your inputs, the problem is SNVER=0, which used all the SN tables not just the highest one. What you want to do in this instance is apply the SN table from FRING to the highest CL table. You should have been doing this all along, but since you are using VLBAUTIL procedures they will have done this for you and this is not an issue.
If you want to try VLBARUN (because I know you have many of these observations), the inputs I used are:
