I guess you did not do a re-installation.
In $SYSMACIN ($AIPS_ROOT/31DEC15/MACINT/SYSTEM)
you will find a file fix_aips_elcap.sh. You need to run this
script in a bash shell in an account that has sudo privilege.
El Capitan does not allow library_paths defined by the user.
But it does allow one to make links in a system area which
will be used when a program is executed. So this script
undoes the excessive caution of the latest Mac OS.
