I have tested PCNTR on Mac at 14.4 and 10.11 (we were forced by management to go to El Cap)
and it worked fine.  The absence of numeric tick labels comes from LTYPE=2 rather than 3.  The 
overlap of the GREY:  line with the Plot file version number line is what I do not see.  Of course,
LTYPE = -3 or -2 gets rid of that line.  You could also fix the PostScript file easily enough by adjusting the
y offsets for the strings.
