It is not normally necessary to mess with FPARM(9) and FPARM(10)
5 * rms is usually good.  RFLAG can delete too much but you can use NOISE and SCUTOFF
with FPARM(3) < 0 and FPARM(4) < 0.   If a NOISE or SCUTOFF is too low in some IF raise it 
before allowing the flagging to be done.

EDITR is for continuum data not line data such as you have (even though the
goal is continuum you have spectral data with spectral issues).

SPFLG is probably the best editor and VLBI usually has a small enough
number of baselines to make that task manageable.
