The option is to make the axis the projected baseline length
along a user-specified position angle.   ROTATE=0 would be
the V axis, 90 degrees would be the U axis.  When you plot 
the U-V sampling you see that sometimes U is 0, sometimes
V is zero even though U*U + V*V is large.  The same happens
on any other position angle.  Some baselines are at right
angles to that position angle and so have only small values
on the requested axis.
