Sorry it took me so long to look at this, I was running a meeting and got busy.  It looks like POPS wants the whole "for" expression to be one line.  So
FOR I=0 TO 23; DATAIN= 'FITS:SS433_Epoch3CNew_'!!CHAR(I)!!'.Q.fits';go;end

worked.  I took out the "by" since it is not needed if it is 1.  To get around this you could turn the run file into a procedure.
