        Velocity computations on OPTYPE ' ' or 'SPEC' in error:
        a. The reference frequency should have been the specified
           channel (APARM(1)) in reference IF NIF not the reference
           pixel in NIF.
        b. Radio formula had incorrect sign.
        c. Optical formula also had incorrect sign.
        Changed references to BIF into references to NIF in inputs and
        help.
        Moved to 31DEC13 this date.
