Thanks for catching this. It's clearly a consequence of an Obit bug, and I now see why it's happening.

Some of the spectral windows associated with this "config" have 256 channels, some have 128. When I tell BDF2AIPS to read only the IFs with 256 channels, each time it hits an IF with 128 channels, it inserts an "INDEF" in the CD table. Further, this messes up its indices, so the noiseCal values from the CalDevice.xml table end up associated with the wrong IFs in the AIPS CD table.
