The rate in the SN and CL table is in sec/sec.  There has been
no change in this in decades.  If you have SN tables that
have constant mHz and others that have constant sec/sec
that had to come from how FRING was run.  I did actually
change the "combine IFs" code some - so I suppose that
I could have damaged something.  I had better check although
the aparm(5)=1 part should have been pretty stable.

LISTR converts to mHz using the correct frequency for each
IF since it is looping on the outside over IF.  SNPLT on the 
other hand carries a single scaling value - I should fix that.
At first glance it appears easy enough.
