After I posted this, I discovered that the data set that triggers the error overflow is one where I had "reweight" set incorrectly in DBCON. I don't know why the print information cares about this. But fixing that problem seems to cure UVLIN's problem, except for the final "ZABORS: signal 11 received ABORT!" messages.
