I will need your data after all - 1 or 2 scans should be enough.  I ran 
a test with VCAL with and without SYSVEL and APARM and got the same 
answers in the SU table.  Then I ran CVEL and the shifts were very very 
small.  Something in your data is triggering a different behavior.
