The message appears to be saying that there are no visibilities 
selected.  Since your UVCOP only contains 2 interesting adverbs (FLAGVER 
and UVCOPP(3)=1) this suggests that there are no visibilities in the 
input data set.  Have you looked at IMHEADER, LISTR (OPTYPE='SCAN'), 
PRTUV, etc. to make sure that you have actually read in data?

The BDF2AIPS error may have been fatal.  Did you do BDFLIST and what 
adverbs did you select in BDF2AIPS?
