New Ticket: TRANS

I noticed a problem with TRANS in 31DEC13 when TRANSCOD is either '-321' or '-312' (i.e., trying to reverse the direction of the frequency axis while transposing a standard cube). Messages are as follows:

> TRANS1: ZMI2: BEYOND EOF = 15204352
> TRANS1: ZMIO: OPER=WRIT LUN=17 BLKNO=       14848 8-BIT-BYTES=59392
> TRANS1: ZERROR: IN ZMI2 ERRNO = 22 (Invalid argument)
> TRANS1: TRAROW: IO ERROR ON INIT WRITE      3
> TRANS1: Destroyed  1 extension files of type HI
> TRANS1: Destroyed MA image file: catno=    158 disk= 3
> TRANS1: Purports to die of UNNATURAL causes

It works okay if one first runs with TRANSCOD '312', then '-123' on the result.
